The paper establishes how reliability-based design methods can be used to establish alarm thresholds for monitoring of civil engineering structures. By using the algorithm presented in the paper to establish the thresholds, the monitored structure will satisfy the safety level that the society requires. The alarm thresholds can straightforwardly be used in the monitoring plans that are developed in the design phase of a construction project, in particular for sequentially loaded structures such as staged construction of embankments. With such alarm thresholds, contingency actions will only be implemented when they are needed to satisfy the target probability of failure. The paper is published open access .
